New Years Eve fireworks guidelines are set for the City of Carthage. According to Carthage City Clerk Penny Spears, fireworks are allowed in Carthage City limits between 10am-1am on December 31st in to the morning of January 1st. Also, fireworks will be allowed on New Year’s Day between 10:00am-10:00pm.
