Public comment period opens for Kosciusko Junction Pipeline Environmental Review

Residents and landowners in central and eastern Mississippi now have the opportunity to weigh in on the draft Environmental Impact Statement (EIS) for the proposed Kosciusko Junction Pipeline Project.

The Federal Energy Regulatory Commission (FERC) is accepting public comments on the draft EIS through 5:00 p.m. Eastern Time on May 25, 2026, according to a notice received by Mayor Tim Kyle. Comments may be submitted electronically via FERC’s eComment system on the agency’s website, or provided in person at a series of scheduled public sessions.

FERC staff will be on hand at three community meetings to receive oral and written comments on the draft environmental report:

  • April 28, 2026 — 5:00–7:00 p.m., The Azalea, Waynesboro, MS
  • April 29, 2026 — 5:00–7:00 p.m., MacMillan Park Center, Carthage, MS
  • April 30, 2026 — 5:00–7:00 p.m., City Hall Multipurpose Building, Lexington, MS

These sessions are designed to allow FERC’s environmental review staff to hear directly from impacted residents about environmental concerns, alternatives and other issues raised in the draft report.

What the Draft EIS Covers

FERC’s draft Environmental Impact Statement analyzes the potential environmental effects associated with construction and operation of the proposed pipeline and related facilities. It examines how construction could affect natural resources such as water, soils, vegetation, wildlife, cultural sites and community resources — and identifies measures to avoid, minimize or mitigate those impacts.

All comments submitted, whether filed online or delivered at a public session, become part of the official record and will be considered by the Commission as it finalizes the environmental review.

Background: The Kosciusko Junction Pipeline Project

The Kosciusko Junction Pipeline Project is a planned energy infrastructure expansion proposed by subsidiaries of Boardwalk Pipeline Company. It involves the construction of roughly 110–111 miles of new 36‑inch natural gas pipeline across several Mississippi counties, along with new compressor stations in Attala and Holmes counties and upgrades to existing compressor facilities in Washington and Humphreys counties.

The project is designed to enhance natural gas transmission capacity and reliability in Mississippi and the southeastern United States, supporting power generation and industrial growth by linking key supply basins with demand centers.

FERC accepted the application for the Kosciusko Junction Project into its formal certificate proceeding in September 2025, and has been conducting an environmental review under the National Environmental Policy Act (NEPA) as part of its decision‑making process.
